'State-level Planning and Budgeting Directive-2076' unveiled
The 'State-level Planning and Budgeting Directive-2076', prepared by the State-1 Ministry of Economic Affairs and Planning, was unveiled amidst a programme here today. The directive was framed to support the balanced development of the state.
It is said that the directive was mooted to implement the periodic plan in a way to translate the perspective of state development into actions and to manage the development efforts of the state government aligning the annual budgets with Medium-term Expenditure Framework (MTEF).
It is also expected to contribute to expand national capital in the conformity of periodic plan, MTEF, annual budget and development programmes, state and local level priorities, availability and mobilization of resources and strategic management and build a socialism-oriented economic order.
The directive has attempted to include important aspects of planning, budgeting and programming in a way that it would help consolidate inter-relation among federal, state and local levels by promoting participatory approaches.
Unveiling the directive, Chief Minister Sherdhan Rai said the COVID-19 pandemic has taken toll in every sphere at a time when the implementation of federalism was gaining momentum with rapid economic outcomes.
"The directive would help us frame plans for equitable development harnessing the potentials and needs of the state", the Chief Minister noted.
Also speaking on the occasion, Minister for Economic Affairs and Planning Indra Bahadur Angbo said the revenue generation has been adversely affected by the coronavirus and ruled out possibility of diverting the amount of Parliamentary Development Fund to the COVID prevention and treatment fund.
Likewise, State Planning Commission Vice-chair Subodh Raj Pyakurel said the directive is expected to enhance people's participation, quality, self-reliance and sustainability in development efforts and results.
