SEBON Holds First Policy Dialogue with Finance Academics on Capital Market Reforms

The Securities Board of Nepal (SEBON) has organized its first-ever Policy Dialogue with academic experts in finance from various universities to discuss proposed reforms and new instruments in Nepal’s capital market.

The dialogue was held at SEBON’s office in Lalitpur under the chairmanship of SEBON Chairman Dr. Gopal Prasad Bhatta.

The program was organized to gather expert perspectives and recommendations on various Consultation Papers and Policy Papers prepared by the board regarding the introduction of new instruments in the securities market.

The dialogue primarily focused on the concepts recently introduced by SEBON, including margin lending, intraday trading, securities lending and borrowing (SLB), and short selling.

Participants also held extensive discussions on broader issues related to the development, reform, and modernization of Nepal’s capital market.

Academic experts welcomed SEBON’s efforts to introduce transformative programs aimed at developing the capital market. They noted that the proposed instruments are technically complex and should be developed as forms of financial innovation with appropriate safeguards.

The experts also emphasized the need to strengthen financial literacy among investors so they can better understand the risks associated with these new market instruments.

The participants said that initiating dialogue with academics before formally launching new policies would help bridge the gap between theory and practice and contribute to more effective implementation.

They also highlighted the importance of incorporating academic research and expert perspectives into capital market policymaking to ensure that new measures are practical, sustainable, and responsive to market needs.

SEBON expressed its commitment to maintaining continuous collaboration with academic experts and institutions. The board said that incorporating expert recommendations into future policies would help formulate long-term strategies and enhance the effectiveness of capital market policies.

The board believes that continued cooperation between SEBON and the academic community will contribute to the sustainable development and modernization of Nepal’s capital market.
