Rupa Lake Conservation Project Hindered by Budget Shortage
The Rupa Lake Integrated Conservation Development Project, spanning over 14 years, has encountered significant hurdles due to a lack of budgetary allocations in line with the planned arrangements. With an estimated project cost of Rs. 4.51 billion, only Rs. 870 million out of the projected Rs. 1.15 billion has been disbursed for compensation distribution. Despite ongoing efforts to address these financial constraints, including all-party discussions and assurances from project officials, the project's progress remains hampered.
Of the allocated 1,472 ropanis of land for the project, compensation for 477 ropanis crucial to project completion remains pending distribution. Amidst a shortfall of Rs. 70 million required for road construction, the ongoing construction of an eight-kilometer road stands at 80% completion. Similarly, construction progress on the 136-meter dam stands at 20%, with a budget allocation of Rs. 500 million for this fiscal year.
To achieve the targeted completion by 2028, additional budgetary requirements of Rs. 1 billion are necessary. Local stakeholders, including the Rupa Lake Conservation Committee, advocate for expedited compensation disbursement and land release procedures to mitigate the broader implications of project delays on local settlements, livelihoods, and environmental conservation efforts.
