New NPC vice chair prioritises infrastructures

Newly appointed vice-chairman of National Planning Commission (NPC) Deependra Bahadur Kshetri said that he will give priority to the projects of national significance.

Speaking to The Himalayan Times today morning after being appointed the vice chairman of the national think-tank, he pledged to put his effort for the projects related to hydropower, road expansion, rope-way and other projects that is the need of the time.

The government should relate infrastructure with cost benefit, he said, adding that projects that will be carried out by the government should be justifiable and should be beneficial in the longer term for the country.

Presenting his priority after being appointed for the second time today, he said that the National Planning Commission (NPC) would also be focused to the projects that could generate more employment.

“Employment generation should be major priority of the government since the country is reeling under surging unemployment problem,” he clarified.

The main problem of National Planning Commission is lack of monitoring of projects,” he said, adding that he will introduce the system of effective monitoring during his tenure.

He also pledged for better cooperation between Finance Ministry and National Planning Commission.

Similarly, he opined that the government should leave its trend of accepting small amount of donation of development agencies. “I will not accept small donations that will not have any significance for the development of the country,” he said, adding that the government should make clear target for the foreign aid and donation from development agencies.

The former governor thinks that the planning approach should be based on bottom-up approach. “National Planning Commission will reduce the trend of screening the projects sent by grassroots level,” he said, adding that the government should listen the demand of development of grassroots people for sustainable development. Participatory principles of development should be translated into action.

“The government should also ensure proportional distribution of resources across the country,” Kshetri opined, promising not to be taken away by the political pressure compromising with national development agenda.

Remittance will be utilised Newly appointed vice chairman of the National Planning Commission Deependra Bahadur Kshetri said that the government should formulate policy for the proper use of remittance. “The government has been failing to divert remittance into productive sector despite its frequent effort, he said, adding that the government should revise its policy. The government had introduced the provision of Foreign Employment Bond but could not succeed. “The government should take a look into why its programme failed and bring new programme to divert remittance into formal economic channel,” he said, “Similarly, the concept of cooperatives is not bad in itself. But cooperatives should give positive output for the development of the country.
