Internet blackout move widely criticised

KATHMANDU, April 11:
The Internet witnessed an hour-long blackout in Nepal on Sunday, due to the Internet Service Providers\' Association of Nepal (ISPAN)\'s protest against the authorities.

Thousands of Internet users were annoyed as the web pages did not open from 1 p.m. to 2 p.m. this afternoon, and other applications worked sporadically due to the premeditated service disruption by the ISPAN member companies.

ISPAN took to the blackout protesting the recent arrest of and legal action against some ISPs over the illegal call bypass and VOIP rackets.

The Internet service was earlier disrupted when King Gyanendra took over in 2005.

The blogosphere is abuzz with the condemnation of ISPAN, and IT experts have pointed that the measure of protest was but breach of the Interim Constitution.

The Article 15 (4) of Interim Constitution has in it that no means of communication including the press, electronic broadcasting and telephone shall be obstructed except in accordance with law.
