The United Nations, in collaboration with national and international NGO partners, has launched the 2026 Response Plan for Afghan Returnees (RPAR) to address the growing humanitarian needs of returning citizens, requiring $529 million in funding.

The plan aims to assist an estimated 2.7 million Afghans expected to return from Iran and Pakistan between April and December 2026, including 1.7 million from Iran and 1.1 million from Pakistan.

According to the UN, nearly 5.9 million Afghans have already returned since September 2023. The UN and partner organizations have called on donors to fully fund the plan to prevent worsening humanitarian conditions and to support long-term recovery, reintegration, and resilience.
