Transparency International Nepal Raises Concerns Over Recommendation of Toyam Raya for Auditor General Position

Transparency International (TI) Nepal has expressed apprehension regarding the nomination of Toyam Raya for the position of Auditor General by the Constitutional Council. According to the organization, the responsibility of maintaining accounts and conducting audits, among other duties, lies with the accounting officer, a role Raya has previously occupied in similar capacities. TI Nepal has thus voiced objections to Raya's nomination for the esteemed post, emphasizing the necessity of avoiding conflicts of interest and upholding good governance in such appointments.
Having previously served as the Secretary at the National Statistics Office, Raya's recent recommendation by the Council has prompted scrutiny from TI Nepal. The organization highlights concerns over potential conflicts of interest, particularly given Raya's previous roles as Finance Secretary until May 4, 2023, and as Secretary at the Office of the Vice-President, as well as his tenure as Chief Statistics Officer at the National Statistics Office.
Quoting Article 241 of the Constitution of Nepal, TI Nepal underscores the significance of the Auditor General's role as the highest authority responsible for auditing all government agencies. Moreover, the Economic Procedures and Financial Accountability Act-2076 BS designates individuals serving as secretaries in ministries or central agencies as accounting officers.
In a statement issued by TI Nepal's President, Padmini Pradhananga, reference is made to the ethical guidelines provided by the International Organization of Supreme Audit Institutions (INTOSAI) concerning the conduct of the Auditor General.
