Revenue leakage smells in ISPs

Suspecting billions of rupees of revenue leakages through Voice over Internet Protocol (VoIP) and Global System of Mobile Communications (GSM) over Internet protocol (GoIP), Department of Revenue Investigation has intensified investigation against Internet Service Providers (ISPs).
The department has confiscated computer records, bills, VoIP and GoIP softwares and other relevant documents from suspected ISPs to find out the actual revenue loss, director general of the department Shanta Bhadur Shrestha said.
Taking the gravity of the issue, the department has formed a committee led by director at the department Gopi Krishna Koirala, a month ago.
Representative from Nepal Telecommunications Authority (NTA) and Central Investigation Bureau (CIB) are also in the committee.“The department has also invited technical expert from other agencies to investigate revenue leakage,” he said, adding that the department needs technical advancement to investigate revenue leakages through VoIP and GoIP.
ISPs including Cherry International, GISPL, Net Plus, I Plus and GDN Nepal are suspected in revenue leakages through illicit call bypass, a member of the investigation committee said. “It is estimated that more than Rs 1 billion has been hurt through illegal VoIP,” Shrestha said.
In the first phase, the department is investigating the fraud of Global Internet Service Pvt Ltd (GISPL) and Net Plus and rest will be investigated later.
It is found that the GISPL alone has cheated some Rs 200 million revenue through illegal call bypass.
According to the department, Central Investigation Bureau is investigating the forgery in VoIP and GoIP and the department is investigating the issue from revenue side. The VoIP and GoIP are promoting informalisation in economy because their earnings from call bypass are not counted in national income.
The department will put its effort to finalise the investigation process at the earliest to discourage other ISPs to involve in illegal act of call bypass.
