PEs management board plan in limbo

In spite of government’s frequent commitment to form an independent body to bring all public enterprises into an umbrella, successive governments have failed to translate the commitment into action.

“The independent body is needed to monitor the activities of public enterprises and to better their performance,” joint secretary at the Public Enterprises Coordination Division Ram Sharan Pudasaini said, adding that different public enterprises have been monitored by different line ministries so far and that has created problem in coordination.

Most of the public enterprises have failed to deliver in effective manner under the supervision of their respective line ministries, he said, adding that an independent and autonomous body can monitor their activities closely and can make them responsible for their activities.

The government has incorporated the concept of High Level Public Enterprises Management Board in the budget for current fiscal year sensing th urgency of independent monitoring agency, he informed.

“A High Level Public Enterprises Management Board will be formed to ensure policy consistency and efficient service delivery by these enterprises as per their objectives, and also to monitor their effective management,” finance minister Bharat Mohan Adhikari had pledged while presenting this fiscal year’s budget.

But the Finance Ministry is not so optimistic that the Board will be formed within the fiscal year as its promise. The concept of forming High Level Public Enterprises was also included in the budget for the last fiscal year 2010-11. The ministry forwarded the draft of formation of the board to the cabinet but could not get green signal, Pudasaini informed.

The government had also proposed establishment of a holding company – similar to the concept to board — in the budget for the fiscal year 2009-10 but it had also failed to establish the holding company, he said, adding that successive government’s failure has been hitting to the performance to public enterprises.

“Formation of High Level Public Enterprises Management Board or Holding Company could create a coordination uniformity in the operation of public enterprises in a competitive and business-like manner,” he said.

The board could create uniformity to the internal regulation and other facilities in different public sector companies as the employees in the different public sector companies are receiving different facilities according to their own regulation at present.

The chance of receiving more facilities remains high since public enterprises themselves are entrusted to form their internal regulation, the Finance Ministry officials said, adding that independent monitoring body can make the activities of public enterprises more transparent.
