PEDB invites applications for top posts of PEs

The PE Directorate Board (PEDB) on Thursday invited applications for the post of chairman and directors of the board for all state-owned enterprises.
The PEDB (Formation and Operation) Order has created a provision that the chairmen and board directors of public enterprises (PEs) would be appointed on the basis of free competition. Currently, the government has been filling vacant posts by making a political appointment or bureaucrats from the ministries concerned have been sitting on the board.
As per the order, the PEDB will suggest three names to the selection committee
headed by the chairman of the Public Service Commission which will recommend the candidate to be appointed based on eligibility.
The PEDB has given one month’s time for potential candidates to submit their applications. PEDB secretary Khum Raj Punjali said that after the appointment of the chairman and directors through free competition, the political appointees currently running the PEs will be removed. “However, the government officials sitting on the board will remain,” said Punjali. He added that the PEDB had invited applications for all the PEs as plans to make a roster of the candidates before starting the selection process.
According to the notice issued by the PEDB, the candidates for the post of chairman and board directors should have at least a bachelor’s degree and 10 years of managerial experience in the working area of the PEs concerned.
Other criteria are that the candidate should not be a member of any political party and not have had any business interest connected with the PE concerned. The candidates should not have a record of corruption or money laundering related activities and should not have been blacklisted by banks and financial institutions for default.
However, the PEDB has not made recommendations for the post of chief executive in four PEs for which the board had sought applications.
The Supreme Court stayed the selection process in the case of the Nepal Electricity Authority and Nepal Oil Corporation (NOC). Before the court stayed the process, the PEDB had completed checking the exam papers of the candidates, and in the case of NOC, the board was checking the papers, according to Punjali.
He said that the board would open applications for the post of managing director of Nepal Airlines Corporation. The deadline for applications for the post of administrator of the Employees Provident Fund has not expired.
“Vacancy notices for chief executives of Hydro Electricity Investment and Development Company and Rastriya Beema Sansthan will be published soon,” said Punjali.
