PAC summons ministers to clarify on budget transfer
KATHMANDU, June 8:
Public Accounts Committee under legislature parliament directed the Finance Ministry not to transfer budget from one programme to another except for the priority one projects.
It has also decided to summon ministers and secretaries from Agriculture, Physical Planning and Construction, Commerce and Supplies, Foreign Affairs, Home and Finance ministries with detailed of transferred amount and reason behind the transfer.
The ministries have transferred Rs 16.57 billion from 315 programmes. According to them, Rs 15.42 billion has been readjusted in recurrent expenditure and Rs 1.15 billion in capital expenditure till date.
Meanwhile, the Economic and Labour Relation Committee under Constituent Assembly also discussed on budget transfer. “It is not fair to transfer budget into unproductive sector,” CA member and former finance minister Dr Ram Sharan Mahat said, adding that budget should not be transferred in the ‘pocket project’ of some leaders.
