NTA attributes multiple factors to low quality

The factors that contribute negatively on quality of service of cellular mobile service are many folds, according to a research.
Low Quality of Service is not limited to only technical aspect but a host of other issues like network planning, continuous optimisation, synchronisation among equipments of different vendors, peculiar topography, lack of trained human resources, delayed acquisition of land and critical sites for the erection of towers, of Nepal Telecommunication Authority’s research said, adding that the mobile operators have also agreed that multiple factors have been contributing to the low quality of service of cellular mobile system. Network planning and optimisation, traffic modeling, hardware and software resources and its capacity, network capacity planning and frequency allocation and planning are key contributing factor for quality of service.
Difficult and diverse terrains, cross boarder interference, hindrance by people and organisations for network expansion at local level and inappropriate BTS installation, laying optical cables are some challenges to the operators to maintain quality of service, the report has concluded. The research ‘Causes of poor mobile quality of service in Nepal’ has clearly said that the authority should review the benchmarks, monitors the parameters and take strong action against the operators who do not provide service quality fixed by NTA.
Currently, the authority has decided to sub-divide the quality of service parameters into three broad categories — Network Performance, billing complaints and redressal, customer Perception regarding the service.
Among them, the Network Performance is considered to be the worst in Nepal. Service Access Delay, Call Set-up Success Rate, Call Drop Ratio and Point of Interconnection (PoI) Congestion fall into this category.
Nepal Telecommunications Authority (NTA) should monitor the quality of service of the services offered by the service providers against these benchmarks and standard, the research recommended.
Even though NTA is carrying out the perceived quality of service test of different voice operators since last two years, the mapping of the customer experience seems not to be reflected on the network performance, the report said, suggesting that the regulator to take action who have failed to maintain quality of service as developed by the regulator.

Quality of service is the main indicator of the performance of a telecom network and of the degree to which the network conforms to the stipulated norms and standards specified by the regulator or any other agency designated for the same.
