NOC starts new initiative on pipeline construction

Nepal Oil Corporation (NOC) is once again asking the Ministry of Commerce and Supplies to initiate the pipeline construction project.
“The corporation is asking formally to the ministry by the end of this week,” according to NOC managing director Digambar Jha. “The ministry is responsible for the talks with Indian government for the pipeline construction project,” he added. The state oil monopoly has already held talks with Indian Oil Corporation to construct pipeline from its Raxaul depot to Nepal Oil Corporation’s Amlekhgunj depot, Jha said, adding that the government had also discussed with Indian government during the bilateral talks last March. “But the government apathy has led to the delay in the project.”
Earlier, Nepal Oil Corporation had prepared three different moralities to carry out the much-hyped 41 km pipeline construction from Raxaul in India to Amlekhgunj in Nepal during the Madhav Kumar Nepal led government.
NOC has purposed three options – joint consortium of NOC and IOC to construct pipeline or provide the construction contract to IOC or let NOC construct pipeline itself, according to Ministry of Commerce and Supplies.
The state oil monopoly had estimated Rs 1.60 billion for the construction of the pipeline in the Nepali territory, according to feasibility study that was carried out by the corporation.
The proposed cross-border 41 km pipeline project will have 39 km stretch in Nepal and two km stretch, with pumping and equipment installations, in Indian territory, according to the feasibility study. “Had there been a stable government, the pipeline construction project would have already been started,” Jha said, adding that the corporation is optimist that the project will be started since the the ministry has got minister recently.
NOC and IOC jointly had carried out the study on pipeline.
