NOC all set to reduce employees

KATHMANDU: Nepal Oil Corporation is likely to reduce number of staffs and introducing new organisational structure soon. 

Reviewing the preliminary report on Organisation and Management (O&M) survey carried out by Prof Dr Tek Nath Bhattarai, the corporation board tentatively agreed to reduce the size of its existing jumbo team.

The O&M survey report has suggested the corporation to introduce retirement scheme for some unnecessary posts and recruit employees in contract for some post such as guards and peons, spokesperson at Ministry of Commerce and Supplies Ganesh Prasad Dhakal said. 

The board meeting also decided to forward employee recruitment process only after the survey report will be passed. The state oil monopoly had recently announced the vacancy for several posts. “Even though it had collected the form of applicants, the recruitment process will not begin unless the O&M survey will be passed from the,” Dhakal said. 

First of all, the corporation will assess the necessary number of employees and sector to recruit employees, he said. “Implemantation of the report will end rampant recruitment of employees”

The report has included the recommendation to revise the duty of responsibilities of all posts – from managing director to junior employees. 

In its preliminary report, the survey report has suggested the state oil monopoly to deploy the staffs according to their ability and expertise, Dhakal informed. Currently, the corporation has been facing the charge of nepotism and favouritism in staffs transfer. 

Similarly, the efficiency of NOC staffs is also in question. In its latest series, line minister Lekhraj Bhatta had on October 20 said that employees at NOC were not competent. 

It has been developed as a recruitment centre of political parties, Bhatta, who is responsible to oversee its activities, charged.

Nepal Oil Corporation board provided some inputs into the report and asked Dr Tek Nath Bhattarai to incorporate suggestions before finalising it, Dhakal said. “Next meeting of NOC board is likely to finalise the report.” 

The organisation restructure and employees retirement and recruitment process begin once the report will get final approval from the government.
