No major policy shift in budget: New NPC vice chairman

KATHMANDU, June 6:
The newly appointed National Planning Commission vice-president Dr Dinesh Chandra Devkota promised to priorities big projects in the budget.

“Major development projects will continue as there is no policy shift,” he said, here today hinting the possibilities of some populist programmes in budget.

“Some new pro-poor programmes will be introduced this year to promote inclusive and equitable growth in the country,” he said.

The government has given priority to mega projects like Bhotekoshi hydropower, mid-hill highway and Hulaki highway in Tarai, according to the vice-chair of the national think tank. “Adequate budget will be allocated for the projects to complete them in time,” he promised.

According to him, the budget for the fiscal year 2011-12 will focus on employment generation in the remote areas and villages. “Special programmes will be started to improve remote and rural poverty status through mass employment programmes,” he said, adding that there will be some programmes for urban poor too. But he didnot elaborate on the new programmes.

In principle, the next budget will base on three-year long development approach paper, eyeing on the Millennium Development Goals (MGDs) and poverty reduction strategy, Devkota briefed.

There is no major policy shift in the new budget except introduction of cooperative farming. “Cooperatives farming will get priority to boost agriculture production and increase agro-products ‘ access to the market,” he said.

The government has currently adopted cooperatives as third pillar of economy after private and public sector. According to Devkota, the government is presenting new budget by the end of Ashar. “Budget is almost ready but it depends on understanding among political parties,” he said.

The planning commission had given Rs 381 billion ceiling to Ministry of Finance to frame budget for the fiscal year 2011-12.

He urged political parties to come to consensus for budget to develop the country. “If we can’t present budget in time, it will hit development activities and reduce development target,” he said.

The country has not achieved its growth target since 2006-07 due to political instability and delayed budget that has made government spending low hurting the financial sector.
