New govt transferred budget worth Rs 4.04b since mid-February

KATHMANDU, June 1: The Ministry of Finance (MoF) has released a total of Rs 4.04 billion to constitutional bodies, line ministries and other agencies from its miscellaneous fund after the formation of Nepali Congress led government.
According to a document obtained by Republica from MoF, Rs 1.06 billion has been released to the Ministry of Federal Affairs and Local Development for developing the newly announced municipalities and implementation of the ongoing projects. MoF sets up a miscellaneous fund for emergency purpose.
The opposition parties have been obstructing House proceedings since the start of the budget session on May 30 accusing the government of arbitrarily doling out funds to their party cadres and leaders.
MoF has provided Rs 1.2 billion to the Ministry of Education to pay salary and gratuity of university teachers.
Similarly, Rs 197 million has been released to Nepal Army to procure arms and ammunition. A total of Rs 255 million has been released for flood control in Darchula district.
Likewise, MoF has released Rs 20.55 million to the Office of the President for purchasing vehicle for President Dr Ram Baran Yadav. Similarly, it has released Rs 33.38 million to the Commission for the Investigation of Abuse of Authority (CIAA) for the construction of its regional offices.
MoF has set aside Rs 138 million for its own expenses, the details of which has not been provided.
However, the finance minister has been repeatedly saying that fund transfer has been made to expedite development projects.
MoF has granted permission to the line ministries and constitutional bodies to transfer Rs 11.6 billion under various headers. Under the scheme, the Supreme Court has received Rs 216 million for purchasing vehicles for recently appointed justices.
Likewise, MoF has expressed commitment to provide Rs 1.92 billion for various projects, namely, Chameliya Hydropower, Kulekhani Hydropower, Budhigandaki Hydropower Project, Rural Electrification Project and Drinking Water Supply Project, according to the document.
