Maoists seek 45 days to complete peace process
KATHMANDU:
A standing committee meeting of the Unified CPN-Maoist today decided to bid farewell to its combatants within next 45 days if the parties ensure a Maoist-led government.
In the most comprehensive document ever prepared by the party unanimously, which is titled ‘Unified CPN-Maoist’s Proposal and Commitment on Peace Process, the Constitution and Government’, the party has decided to say goodbye to the ex-fighters at an official function to be held in good time.
After today’s meeting, party Spokesperson Dinanath Sharma said the regrouping of Maoist fighters would begin before August 31 and would be completed within a month.
Addressing a press conference at party headquarters after today’s meeting, party Chairman Pushpa Kamal Dahal said there was nothing for the parties to oppose a Maoist-led government and that the parties should not take up the challenge and watch how much his party can do for peace and the constitution.
Today’s was a major turnaround from the Maoist party which came up with a detailed plan on integration, peace process and the constitution.
On a concluding note, Dahal, however, dropped a caveat that the people would decide if the parties failed to forge consensus even when his party had shown maximum flexibility.
Proposals and commitments
On integration
• To hand over combatants, arms and containers to the Special Committee.
• To finalise rank determination of commanders within a week by receiving suggestions from a team of experts.
• Major commanders, who are also in the central committee of the party, to continue with politics.
On peace process
• An effective step to be taken by the state to return the seized properties as per the previous agreement.
• Previous agreements to be implemented in an effective way to deal with the issues of youth organisations of the parties, including YCL.
• All the previous agreements, including the Comprehensive Peace Accord and those signed with the Madhesi Front, to be implemented by forming a certain time table.
• Removal of dual security of Maoist leaders and regulation of vehicles used by Maoist leaders and in the camps.
On constitution
• First draft of the new constitution will be prepared within 45 days by following necessary procedures and process if parties fail to forge consensus.
On consensus govt
• A national consensus government with all the major political parties will be formed immediately.
• As the largest party, the UCPN-M will lead the first government, which will be in place until the peace and constitution-drafting processes are completed, and after that government leadership will be handed to other parties on a rotational basis.
• A high level political mechanism will be set up to deal with any sort of dispute that arises in relation to peace process, constitution drafting and government’s day-to-day activities.
