Land Ministry Acts on Rawal Commission Report, Orders Immediate Land Freeze
The government has directed land registration offices and the survey department to freeze all plots of government and public land identified in the Rawal Commission report, blocking any sale, transfer, or change of ownership over those property.
The Ministry of Land Management, Cooperatives, Poverty Alleviation and General Administration issued the directive through an official letter dated Ashadh 1, 2083, addressed to the Department of Land Management and Records in Babarmahal and the Survey Department in Minbhawan, Kathmandu. The letter instructs both offices to place an immediate freeze on all land listed in the commission's report, ensuring that no transaction or registration of any kind proceeds on those plots.

The directive follows a Council of Ministers decision taken on Jestha 29, 2083, to implement the report of the High Level Commission on the Identification and Protection of Government and Public Land, 2052, commonly referred to as the Rawal Commission. The cabinet's resolution clears the way for administrative and technical action against land encroachments documented in the commission's findings.
The freeze order covers all land parcels mentioned in the commission's report, regardless of the method by which a transfer might be attempted. Transactions through sale, inheritance transfer, or any other legal mechanism will not be permitted on the listed plots until further notice.
