FM says full‚ not supplementary‚ budget on May 3

KATHMANDU, April 7:
Deputy Prime Minister and Finance Minister Bharat Mohan Adhikary today informed the Cabinet that he was doing the groundwork with the target of tabling an ‘early’ budget of fiscal year 2011-12 on May 3 at the Parliament.

“Minister Adhikary informed the Cabinet that he was planning to bring a full budget for the new fiscal year on May 3 against the rumours that the government was bringing a supplementary budget,” said Education Minister and government Spokesperson Gangalal Tuladhar after today’s Cabinet meeting.

Opposition parties had been criticising the government for its plan to bring a supplementary budget when only three months remain in the current fiscal.

Aiming at reforming criminal laws, the government today formed a taskforce headed by Supreme Court Judge Kalyan Shrestha. The taskforce, which will comprise the attorney general, secretary of ministry of law and a justice and legal experts, has been mandated to submit a report to the government within six months, according to Tuladhar.

Health Secretary Sudha Sharma has been allowed to be the candidate from Asian Development Region for international-level steering committee on ‘Sanitation and Water for All’. The government also decided to accept $30 million grant from World Bank to implement the Kabeli Transmission Project. The Cabinet decided to accept Rs 2.23 billion from the European Union to launch peace and stability programme.

The Cabinet also gave the go-ahead to the government to receive 20-year loan from Exim Bank of India at 1.75 per cent interest rate for implementing the infrastructure projects. The meeting gave the nod to the Ministry of Youth and Sports to carry forward the construction work and other preparations to hold the 13th South Asian Game in 2014 in Kathmandu.

The land of Bishal Bazaar Company in New Road will be converted into share capital of the government, said Tuladhar.

State-run Nepal Television’s Deputy General Manager Dipak Mani Dhital has been appointed Executive General Manager of the national television till a further arrangement, added Tuladhar.
