Dr Bhattarai claims Adhikari never consulted UCPN-Maoists
KATHMANDU, June 25:
Unified CPN-Maoists leader Dr Baburam Bhattarai today accused deputy prime minister and finance minister Bharat Mohan Adhikari of bringing Principles and Priorities for next fiscal year's budget without consulting the main coalition partner UCPN-Maoists.
Addressing the 'pre-budget discussion' session of the Legislature Parliament that began today, he charged Adhikari of failing to adopt a concrete principle in the document presented at the House on Wednesday.
He also suggested that civil servants' salaries should be fixed at a minimum of Rs 15,000 and maximum of Rs 50,000. "The increment is necessary to control irregularities and corruption,” he added.
Stating that the economic indicators are poor, he said that industrial growth rate has dropped below the Panchyat regime.
Import is seven times higher than export, which is very bad signal and two-third trade is with India, while only 10 per cent of Nepal's total trade is with China, he said, suggesting to increase trade with China.
Nepali Congress CA member Narahari Acharya, on the occasion, said that the Principles and Priorities failed to ensure increament in productivity. "The finance minister’s document indicates that the next budget is going to become distributive rather than productive,” he said, showing serious concern on failure to include infrastructure development in federal states that has been envisioned in the new constitution.
Similarly, Surendra Pandey of CPN-UML and former finance minister suggested to address the problems created by power crisis and activities of trade unions in the budget.
He also advised to give priority to set up 10 mega cities in the stretch of Mid-Hills Highway that was mentioned in the current fiscal year's budget brought by him.
The pre-budget discussion will continue on Sunday.
