CA gets another three months
KATHMANDU:
Parliament today endorsed the 10th amendment in the Article 64 of the Interim Constitution, with which the term of the Constituent Assembly has been extended by another three months, till November 30.
The current term of CA will expire on August 31.
Today’s was third extension since CA was elected for two years. The last time CA term was extended on May 28 for three months after three major parties struck a five-point deal.
Unlike on May 28, when leaders discussed and squabbled for a whole day and a night before reaching a decision to extend the term, today the leaders didn’t take more than seven minutes to go for a three-month extension.
Parliament endorsed the 10th amendment in the Interim Constitution by an overwhelming majority of 537 against four out of 541 lawmakers present. Four CA members of Rastriya Prajatantra Party-Nepal, which is calling for dissolution of CA and fresh polls, voted against term extension. Fifty-three lawmakers were absent.
Following newly elected Prime Minister Baburam Bhattarai’s oath taking ceremony, Unified CPN-Maoist Chairman Pushpa Kamal Dahal, Nepali Congress President Sushil Koirala and Chief Whip Laxman Prasad Ghimire and CPN-UML Chairman Jhala Nath Khanal had agreed to extend the CA term in the presence of President Dr Ram Baran Yadav and CA Chairman Subas Nembang at Shital Niwas.
Both the processes of tabling and passing the bill were accomplished today by suspending some provisions of parliamentary regulation. The government last week had registered the bill at the Parliament Secretariat, seeking a three-month extension, even though the Maoists had asked for a six-month extension.
While tabling the bill, Deputy Prime Minister and Minister for Home Affairs Bijay Kumar Gachhadar said, “I firmly believe that the government will accomplish the major tasks of peace process in next 45 days.”
Earlier today, the first meeting of the two-member Cabinet had decided to give continuity to earlier Cabinet decision to table the 10th amendment bill to extend the CA term.
A meeting of Maoist central office bearers earlier today, however, had decided to suggest to the government to extend the CA term by six months.
