Budget session from May 2

KATHMANDU, April 26:
President Dr Ram Baran Yadav today called the budget session of the Parliament from May 2 as per Prime Minister Jhala Nath Khanal’s recommendation.

The prime minister’s meeting with the President regarding calling of the budget session infers that the government wants to present the budget estimates for fiscal year 2011/12 before May 28. Parliament sources said the government wanted the President to present policy and programmes on May 10 and aimed to table the budget on May 23.

Parliamentary practice has it that the finance minister presents the budget estimates after the government policy and programmes presented by the President on behalf of the government are endorsed by the House.

Deputy Prime Minister and Finance Minister Bharat Mohan Adhikary today met Speaker Subas Nembang and reached an understanding on the dates for presenting the policy and programmes as well as the budget.

After meeting Speaker Nembang Finance Minister Adhikary said he would hold consultations with chief whips of the major political parties tomorrow regarding the schedule for pre-budget discussion, which needs to be completed 15 days before the budget is tabled at the House.

Sources said the finance minister would outline the government’s ‘principles’ and ‘priorities’ on the first day of Parliament, May 2, and lawmakers will give their feedback during the pre-budget discussion based on the priorities outlined by the government.

The pre-budget discussion will be held for about four or five days till May 7, according to parliamentary sources.

This is the first time that the Parliament is going to hold the pre-budget discussion since the interim constitution came into force. The previous governments had presented the budget estimates without going through the pre-budget debates due to time constraints.
