Harkaraj Rai, the Chairperson of the Shram Sanskriti Party, has stated that the country's constitution can be changed as long as its core framework is kept exactly as it is.

Speaking during a House of Representatives meeting, Chairman Rai emphasized that lawmakers must handle constitutional changes with great care. He noted that while various sections can be updated, the fundamental foundation of the document must remain untouched. He warned that failing to understand this balance could lead to serious problems for the country.

During his speech, the party leader also thanked the government for its work over the past 100 days. He praised their recent efforts to improve public administration, fight corruption, and deliver better services to the public.

Turning his attention to infrastructure and development, Chairman Rai shared details from a recent visit to the Mahakali region. He urged the government to speed up the building of the Darchula - Tinkar road and suggested that major national development projects should focus heavily on the country's border regions.

Additionally, Chairman Rai called on the government to help people living in informal or unorganized settlements. He urged officials to arrange proper housing for them and to hand over official land ownership certificates as quickly as possible. Finally, he proposed turning the BP Koirala Institute of Health Sciences in Dharan into a full university, while calling for medical services to be spread out more evenly across the country.
