13 apply for NOC, NAC gets seven
KATHMANDU, MAY 10 -
Thirteen individuals have applied for the post of chief executive of the Nepal Oil Corporation (NOC), while the Nepal Airlines Corporation (NAC) has received seven applications for the top post. The deadline for submitting the application ended on Wednesday.
The Public Enterprises Directorate Board (PEDB) had sought applications from aspiring candidates three weeks ago for the top posts at the public enterprises. “We will now start the selection process by examining experience and expertise of the candidates,’ said PEDB Chairman Bimal Wagle.
As per the PE Board Directorate Order, the PEDB examines qualifications of the candidates and help the selection committee chaired by the chairman of the Public Service Commission (PSC) or an appointee of the PSC chairman in selecting candidates. The selection committee then recommends three names to the government before the latter picks one. The post of the chief
executive at NOC has remained vacant for a long time now, while the government plans to replace NAC Executive Chairman Manarup Shahi with a managing director selected through free competition.
The minimum eligibility criteria for the NOC chief include a Master’s Degree, 10-year experience in foreign trade management or administration, trade, finance, engineering and law. The aspiring candidates, however, should not have had involvement in trading of petroleum products.
The criteria for the top post at NAC are a Master’s Degree, 10-year experience in civil aviation and tourism promotion, administration, management, trade, production, engineering and law. The candidates, however, should not have made share investments in private airlines.
The government’s previous effort to appoint a chief executive at the Nepal Electricity Authority (NEA) suffered setback with the Supreme Court issuing a stay order on the appointment process. The post has remained vacant ever since Dipendra Nath Sharma, the first to be appointed as managing director at the authority through free competition, resigned in the second week of November, 2011, three months after his appointment.
About half a dozen PEs are functioning without chief executives, according to the Finance Ministry. They include NEA, Employees, Provided Fund, Rastriya Beema Sansthan, Nepal Oil Corporation, Hydroelectricity Investment and Development Company, Nepal Timber Corporation and Gorakhkali Rubber Factory.
“We will start appointing chief executives at other PEs after the appointment process at NOC and NAC completes,” said Wagle.
