Thirty Pending Bills Lapse Following Dissolution of House of Representatives

With the dissolution of the House of Representatives (HoR), as many as 30 bills under discussion have automatically lapsed, halting significant legislative processes in the wake of the Gen Z–led protests.
President Ram Chandra Paudel dissolved the HoR on the recommendation of Prime Minister Sushila Karki and announced that fresh elections would be held on March 5. As a result, all bills that were still under deliberation lost their legal standing.
According to Tribikram Parajuli, head of the Bill Section at the HoR, the dissolved chamber had 30 bills pending—21 government bills, two private members’ bills, and seven that had originated in the National Assembly before being forwarded to the lower house.
Parliament Secretariat spokesperson Ekram Giri clarified that under Article 111 of the Constitution, any bill tabled in or passed by the HoR but still under consideration in either house lapses once the HoR is dissolved or its term comes to an end.
