Speaker Dol Prasad Aryal (DP Aryal) has announced a new parliamentary rule prohibiting Members of Parliament (MPs) from engaging in share trading while the House is in session, aiming to ensure lawmakers remain fully focused on parliamentary proceedings.
The new directive was announced by Speaker Aryal during a meeting of the Business Advisory Committee, following reports that some lawmakers had been conducting stock market transactions on their laptops while parliamentary meetings were underway.
According to the Speaker, MPs are expected to devote their full attention to legislative business once they enter the parliamentary chamber. Engaging in activities such as share trading during House proceedings has been deemed inconsistent with parliamentary decorum and discipline, prompting the introduction of the new rule.
The move comes after concerns were raised over lawmakers being occupied with personal financial activities instead of participating in debates and deliberations in the House.
In addition to the ban on share trading, Speaker Aryal has introduced several measures aimed at strengthening parliamentary discipline.
He has directed MPs not to wear black sunglasses inside the parliamentary chamber during House meetings. Lawmakers have also been instructed to adhere to a mandatory dress code and wear their official parliamentary identification logo while attending sessions.
The directives are part of broader efforts to uphold the dignity, discipline, and professionalism of parliamentary proceedings, ensuring that lawmakers maintain appropriate conduct throughout House meetings.
