SEBON Opens Door for Intraday Trading; Buy First, Sell Later in Same Day

The Securities Board of Nepal (SEBON) has proposed introducing intraday trading in Nepal’s capital market in phases. The regulator has published the “Concept Paper on Implementation of Intraday Trading of Securities in Nepal, 2083” and invited suggestions from stakeholders on the proposed framework.
According to SEBON, the initiative aims to increase market liquidity, improve price discovery and support the development of modern capital market infrastructure. Rather than introducing intraday trading across the market at once, the board has proposed starting with a limited number of securities that have regular trading activity, sufficient liquidity and relatively lower risks of market abuse.
In the initial phase, SEBON has proposed a “Buy First, Sell Later” model, where investors would first purchase shares and sell them on the same trading day. The board plans to consider the “Sell First, Buy Later” model only after the necessary systems for securities lending and borrowing, as well as covered short selling, are sufficiently developed.

The concept paper also proposes setting criteria for eligible securities and investors, along with requirements for brokers, risk disclosure, margin and risk management, market monitoring and technology systems. SEBON has proposed testing and pilot programs before gradually expanding the system based on the results and risk assessments.
The board said investor protection, risk based regulation, real time trading and monitoring, and transparent market operations will be key priorities. The concept paper was prepared following discussions and studies involving representatives from SEBON, Nepal Stock Exchange (NEPSE), CDS and Clearing Limited, and the Stock Brokers Association of Nepal.
The initiative is linked to the government’s Capital Market Strengthening and Revival Action Plan, 2083, issued by the Ministry of Finance on September 14, 2026, as well as SEBON’s policy for the current fiscal year. SEBON has requested stakeholders to submit their views and suggestions on the proposed framework.
