Liquor Sale and Consumption Banned During Election Period

A ban has been imposed on the sale, distribution, and consumption of alcoholic beverages for the entire election period in view of the upcoming election. The decision was made during a meeting of the High-Level Election Security Committee, which resolved to enforce the restriction from seven days before the voting date until the final election results are announced.

Voting is scheduled to begin at 7:00 a.m. on Falgun 21. The committee, formed under Clause 3 of the Election Security (Management) Directive, 2078, adopted the measure as part of its broader election security plan to ensure that the polls are conducted in a free, fair, and fear-free environment. The decision was based on an assessment of the security situation, along with necessary guidance and recommendations related to maintaining law and order during the election process, according to the Election Commission.

As per the committee’s directive, all election campaigning will be prohibited from midnight of Falgun 18. During this silence period, authorities have been instructed to strictly enforce compliance with the Election Code of Conduct. The Ministry of Home Affairs has directed Chief District Officers and security agencies in all districts to ensure full adherence to the regulations.

District Code of Conduct Monitoring Committees will mobilize designated personnel and mechanisms to prevent activities prohibited under Section 24 of the Election (Offense and Punishment) Act, 2073, and Sections 17 and 18 of the Election Code of Conduct, 2082. Any violations detected must be dealt with immediately in accordance with prevailing laws and reported to the Commission.

On the day of voting, the operation of all public and private vehicles will be restricted, except for those providing essential services, vehicles belonging to diplomatic missions, and those with special passes issued for election purposes. This restriction will remain in effect from midnight of Falgun 20 until voting concludes on the evening of Falgun 21.

Vehicles permitted during this period include ambulances, fire engines, hearses, blood transfusion service vehicles, security agency vehicles, and those used for electricity, drinking water, sewage, and telecommunication maintenance. Authorities stated that these measures are intended to maintain discipline, prevent untoward incidents, and ensure a smooth and secure electoral process.
