Koshi Province Unveils Policy and Programme for FY 2083/84 Focusing on Good Governance and Economic Growth

Chief of Koshi Province, Parshuram Khapung, presented the government’s policies and programmes for the upcoming fiscal year 2083/84 during a meeting of the Koshi Province Assembly on Thursday.

Presenting the document on behalf of the provincial government, Khapung said that the second periodic development plan of Koshi Province is currently under implementation, with a long-term vision of building a “happy and prosperous province.” He added that the government is working toward strengthening the province economically, improving institutional capacity, and making governance more effective, citizen-friendly, and result-oriented through policy and structural reforms.

He reaffirmed the government’s commitment to institutionalizing past achievements, strengthening public trust, advancing socio-economic transformation, controlling corruption, and reinforcing the federal system in line with the spirit and letter of the Constitution. He further noted that the policies and programmes for FY 2083/84 will emphasize the effective implementation of exclusive and concurrent rights of federal, provincial, and local governments as defined by the Constitution.

According to Khapung, resource mobilization will be guided by principles of geographic balance, population distribution, gender equality, poverty reduction, environmental sustainability, and long-term development needs. The policies also prioritize the construction of inclusive, resilient, and quality infrastructure in key sectors such as education, health, agriculture, physical infrastructure, and information technology.

He said the provincial government will promote public-private partnerships and encourage private sector investment to strengthen the local economy. Efforts will also be made to expand tourism through infrastructure development and destination promotion. Likewise, the province aims to boost economic growth by expanding markets for local agricultural and industrial products, enhancing exports, and developing tourism as a key economic driver.

The Province Chief further highlighted reforms in public service delivery, administrative capacity building, and improved coordination among federal, provincial, and local governments. Institutions such as the Provincial Coordination Council and Administrative Coordination Council will be made more active to strengthen intergovernmental relations.

He also mentioned that the Chief Minister’s “Dashboard” system will be made more effective for monitoring budgets, projects, and development programmes in line with performance outcomes.

The policy document emphasizes the protection and promotion of the rights of Dalits and marginalized communities, restructuring and integration of provincial ministries and agencies to improve efficiency, and organizational reforms based on workload analysis and organizational and management (O&M) surveys.

To enhance inter-provincial cooperation, a Chief Ministers’ Conference will also be organized, Khapung added.

The policies further include plans to export tea and coffee by maintaining international quality standards, along with establishing tea testing laboratories and research centers. An international-level tea conference is also proposed.

The document consists of 128 points and introduces various initiatives aimed at youth empowerment, including programmes such as “Adolescent Girl Empowerment and Self-Defense,” “Capable Daughter,” and “Koshi Province Visit Year.”

Prior to the presentation by the Province Chief, Chief Minister Hikmat Kumar Karki tabled the policy and programme document in the Assembly. The next meeting of the Province Assembly is scheduled for May 24.
