Both Houses of Federal Parliament to Convene Today with Key Deliberations on Budget and Bills

Meetings of both Houses of the Federal Parliament are scheduled for today, with important discussions on the national budget and legislative matters.

The House of Representatives (HoR) will convene at 11:00 AM, followed by the National Assembly (NA) meeting at 1:15 PM.

In the Lower House, deliberations will begin on the Appropriation Bill, 2082, with group discussions on budget allocations for seven ministries. These include the:

  • Ministry of Forests and Environment

  • Ministry of Federal Affairs and General Administration

  • Ministry of Energy, Water Resources and Irrigation

  • Ministry of Defense

  • Ministry of Agriculture and Livestock Development

  • Ministry of Health and Population

  • Ministry of Law, Justice and Parliamentary Affairs

The Federal Parliament Secretariat has also outlined an agenda for proposals on expenditure cuts under various headings of the ministries.

Additionally, Ramhari Khatiwada, President of the State Affairs and Good Governance Committee under the HoR, is expected to present the committee report on the 'Nepal Citizenship (Second Amendment) Bill, 2082.'

It is worth noting that lawmakers from the Rastriya Swatantra Party and Rastriya Prajatantra Party continue to obstruct proceedings, demanding the formation of an investigation commission on the 'Visit Visa' scam and the resignation of the Home Minister.

In the Upper House, line ministers will respond to questions related to the Ministry of Physical Infrastructure and Transport and the Ministry of Culture, Tourism and Civil Aviation.

Deputy Prime Minister and Finance Minister Bishnu Prasad Paudel is scheduled to respond to queries raised during the general discussion on the annual estimates of revenue and expenditure for FY 2082/83.

Furthermore, Kamala Pant, Chairperson of the NA Committee on Development, Economic Affairs, and Good Governance, will present the 2081 study report on Nepal’s graduation from a Least Developed Country (LDC) to a Developing Nation.

The Upper House will also see Finance Minister Paudel table a proposal to send the Customs Bill, 2080—received from the HoR—to the Legislative Management Committee for clause-wise deliberation.

A condolence motion will be presented in memory of Constituent Assembly member Birendra Juharchan and former HoR member Dhundiraj Shastri.
