Autonomous body for reconstruction works
KATHMANDU:
The government is mulling over forming a powerful autonomous body to execute reconstruction works in the aftermath of the devastating 7.6-Richterscale earthquake that hit the country on April 25.
The body will be given the authority to spend Rs 200 billion that would soon be parked in the National Reconstruction Fund.
“Many have suggested that a separate ministry be set up to execute reconstruction works. But I am not in favour of establishing such a body, as addition of another unit in the existing bureaucratic labyrinth would only delay reconstruction works,” Finance Minister Ram Sharan Mahat said, adding, “I have proposed formation of an authority, which should be given power to quickly release funds.”
The authority, according to the minister, would basically look into three areas. “First, reconstruction of private houses. Second, reconstruction of public infrastructure, including state-owned schools and health centres. And third, reconstruction of heritage sites.”
The need for a powerful autonomous body to carry out reconstruction work has been felt as the state’s existing public financial management system is inefficient in terms of expediting expenditure.
It is essential to fasten the pace of formulating detailed plans on reconstruction and implementing them as soon as possible, as this would generate more employment opportunities and give impetus to economy.
The government has so far pledged to contribute Rs 20 billion to the fund.
“After conducting detailed damage assessment, we will call a donors meet and ask them to make necessary contribution,” the minister said, adding, “The Japanese government has volunteered to call the meet.”
