1,594 Political Appointees to Be Removed as Government Issues Ordinance on Public Office Termination

President Ramchandra Poudel, on the recommendation of the Council of Ministers, issued the “Ordinance on Special Provisions relating to the Termination of Public Office-bearers, 2083” on Friday.

With this move by the Prime Minister Balendra Shah-led government, aimed at strengthening administration and giving new momentum to state institutions, a total of 1,594 officials appointed under various laws and structures will be relieved of their posts.

Those affected include office-bearers from Nepal Airlines Corporation, Rastriya Samachar Samiti (RSS), Gorkhapatra Corporation, Film Censorship Board, Telecommunications Authority, Press Council Nepal, and the Civil Aviation Authority of Nepal.

Similarly, appointees at the Information Technology Tribunal and Appellate Tribunal, Information Commission, Advertisement Board, and Public Service Broadcasting will also be removed from their positions.

In the education and university sector, officials of the Teachers Service Commission, Nepal Sanskrit University, Council for Technical Education and Vocational Training, National Youth Council, Kathmandu University, Tribhuvan University, University Grants Commission, and Purbanchal University will be relieved of their duties.

Likewise, political appointees at Pokhara University, Lumbini Buddhist University, Sudurpaschim University, Madhyapaschim University, Agriculture and Forestry University, Nepal Open University, Rajarshi Janak University, and Madan Bhandari University will also be removed.

In the health, medical and science sector, changes will affect office-bearers in bodies such as the Ayurveda Medical Council, Nepal Health Research Council, Animal Health and Livestock Service Councils, BP Koirala Institute of Health Sciences, Nepal Nursing Council, Nepal Health Practitioners Council, BP Koirala Memorial Cancer Hospital, Shahid Gangalal National Heart Centre, Nepal Pharmacy Council, and the National Academy of Medical Sciences.

Similarly, officials from Patan Academy of Health Sciences, Karnali Academy of Health Sciences, Pokhara Academy of Health Sciences, Rapti Academy of Health Sciences, Health Insurance Board, Nepal Medical Council, National Medical Education Council, Vidushi Yogmaya Himalayan Ayurveda University, and Shahid Dashrath Chand University of Health Sciences will also be affected.

In the infrastructure and public utilities sector, office-bearers of Nepal Electricity Authority, Kathmandu Valley Development Authority, Nepal Drinking Water Corporation, Municipal Development Fund, Road Board, Electricity Regulatory Commission, and Nepal Railways will be removed.

In the financial sector, officials of the Employees Provident Fund, Citizens Investment Fund, Nepal Chartered Accountants, Industrial Business Development Corporation, Securities Board, Competition Promotion and Market Protection Agency, and the Public Procurement Review Committee will be relieved of their posts.

Similarly, office-bearers of the Deposit and Credit Guarantee Fund, Special Economic Zones Committee, Public-Private Partnership and Investment Board, and related industrial, insurance, and accreditation bodies will also be removed.

In the agriculture, environment, academic and social sectors, officials of the Nepal Agricultural Research Council, National Dairy Development Board, National Tea and Coffee Development Board, Nepal Veterinary Council, Plant Quarantine and Protection Board, Pesticide Management Board, Environment Protection Board, and Food Hygiene and Standards Agency will be affected.

Office-bearers appointed under laws including the Nepali Language Publication Corporation Act, Guthi Corporation Act, Lumbini Development Fund Act, and Pashupati Area Development Trust Act, 2044 will also be relieved.

Similarly, changes will be made in the Nepal Academy of Science and Technology, Nepal Scouts, Greater Janakpur Area Development Council, National Foundation for the Upliftment of Indigenous Peoples, Indigenous Peoples Council, Nepal Academy of Fine Arts, and Nepal Academy of Music and Drama.

In the administrative and social sector, officials of the Nepal Administrative Training Academy, Local Development Training Academy, Social Welfare Council, Nepal Engineering Council, Foreign Employment Board, Nepal Trust, and the Commission for the Investigation of Enforced Disappeared Persons, Truth and Reconciliation will also be removed.

Additionally, ten office-bearers appointed under the Labour Act, 2074 BS, seven under the Contribution-Based Social Security Act, 2074 BS, four under the Disaster Risk Reduction and Management Act, 2074 BS, and 17 under the Rights of Persons with Disabilities Act, 2074 BS will be relieved of their posts.

Similarly, four officials appointed under the Land Use Act, 2076 BS, three under the Radioactive Substances (Use and Regulation) Act, 2077 BS, and 27 under the National Sports Development Act, 2077 BS will also be removed.
